The Rossmoor Homeowners Association is holding a special hearing at its board meeting on
TUESDAY October 20 to solicit public input on a proposal to remove parking restrictions that affect 198 homeowners.
We are inviting any interested Rossmoor residents to attend the meeting at 7 p.m. at Rossmoor
Park.
In 2014, the RHA asked the county traffic engineer to conduct a study on whether the existing parking restrictions on Foster Road were justified. No parking is allowed for two hours in the morning on one side of the street and two hours in the afternoon on the other side.
The restrictions were created in about 1980 as part of a bike route, apparently to allow middle school kids to ride in the street. At that time, it was illegal for anybody to ride on the sidewalk. Since then, state and county laws have been modified, making it legal for anybody in unincorporated Orange County to ride on the sidewalk.
The RHA traffic
committee believes it will be safer and just as convenient for the children to ride on the sidewalk and that the restrictions on homeowners is unjustified.
The county traffic study, which was completed earlier this year, found that as few as three kids were using the street on any given school day and the balance were on the sidewalks. The usage was deemed too low to justify the parking
prohibition affecting such a large number of homes, if a safe alternative could be found.
A petition asking for the removal of the parking restrictions was signed 120 homeowners living on Foster and Hedwig roads, while 10 only declined or opposed the change. Meanwhile, the county traffic engineer is conducting a study to improve pedestrian and bicycle
routes in Rossmoor.
