As an unincorporated area within the County of Orange, we do not have a city council or town leadership board to create ordinances, provide public safety services, public works (infrastructure, building permits, etc.), code enforcement, and neighborhood services like garbage collection, street sweeping, and
parks & recreation.
This brings up the frequently asked question:
Since we do not have an elected city council or mayor, who does govern us?
The simple answer is the Orange County Board of Supervisors and the Supervisor from the 2nd District is our representative to this Board.
Then things get a bit more complicated. Back in 1985, the Board of Supervisors created the Rossmoor Community Services District (RCSD) and delegated control over the programs and maintenance of our parks and parkways (trees), the ability to contract for street sweeping, and manage the street lighting. Specifically, this includes:
- Parkway trees: trimming, planting and removal
- Rossmoor Way median trees and plants
- The triangle garden adjacent to Seal Beach Blvd
- Rossmoor Park and facilities
- Rush Park and facilities
- Montecito Center and parking lot
- Mini-parks on Foster Road and Kempton Drive
- Provide recreation activities
- Provide for maintenance for the Rossmoor Signature Wall
- Provide for street sweeping
- Provide for street lighting
The RCSD Board is elected to oversee and administer the portion of our property taxes allocated to the District and to ensure those funds (our property tax dollars) are used for the appropriate programs and services as stipulated above.
Beyond that, the RCSD has no prescribed power or ability to represent Rossmoor or her residents. However, because the RCSD is a governmental agency, the RCSD Board and general manager do have the local governmental connections to discuss issues with and influence other agencies.
Since 1957 when Rossmoor was developed, the Rossmoor Homeowners Association (RHA) has developed and cultivated relationships with local, county and state leaders and representatives. Through the years, the member funded and all volunteer RHA has provided and continues to provide the community with representation to local, county, and state agencies. Since 1985, we have worked along side the RCSD to help get the voice of Rossmoor
heard. Together these two organizations have changed the location of the 405-605 HOV Connector bridge, created the funding mechanism to rebuild the aging Rossmoor Signature Wall, and stood up against various neighboring city projects that would have adversely effected Rossmoor.
It is up to the residents of Rossmoor to stay informed, communicate with the RHA, RCSD, and the 2nd District Supervisor about issues and concerns they have within and outside of Rossmoor. Together we can keep Rossmoor a safe and pleasant place to live, work, and play.
