Hi 

Last Thursday (2/25) the RCSD board held an emergency meeting to discuss if they should request our State Assemblywoman, Janet Nguyen, to submit a bill which would give the RCSD the "Latent Powers" over the contracts for our police, animal care, street sweeping, and garbage collection. This bill, if passed, would exempt the RCSD from the oversight of our county LAFCO agency. 

While the Latent Powers concept may not be a bad one, the RHA believes that the closed door process the RCSD followed to create and advance the legislation was not in the best interest of Rossmoor residents and that we should wait until the public has had an opportunity to understand what is being done. As such, we have formally requested the RCSD withdraw the bill from consideration by the State legislature this year.

Further, the RHA wants the RCSD to refine its public notice process to include at least emailing the email list they market their events to in the notification process.

OC Unincorporated Area Survey

The County of Orange is currently updating the Housing Element covering the planning period from 2021-2029. The Housing Element serves as a policy guide to address the comprehensive housing needs of the unincorporated areas within Orange County. The primary focus of the Housing Element is to ensure that the County has planned to meet the housing needs of current and future residents of all income levels within the unincorporated areas. The survey is available until 5:00 p.m Monday 3/8.

This survey is important to us in Rossmoor, and each unincorporated area in the County. Reading the questions will help to explain the potentially far reaching effects of the 2021-2029 plan on Rossmoor and the County in general.
